Essentially, the laptop does not have the option to switch on - and leave on - the backlit keyboard.
BIOS – Backlit Keyboard and other Advanced Options
This is one of those situations where the how-to document mentions that a particular feature might not be supported on every computer. The document does not offer an exact explanation because the document is not written for YOUR computer.
HP Notebook PCs - Using the Backlit Keyboard
Section: The backlight stays on for only a few seconds
Excerpted
Note:
If there is not a setting for the backlight timing in the BIOS, this behavior might not be supported on the notebook. Check your notebook model's product support documentation to confirm support.
Discussion
In general, and there might be exceptions,
- Business class computers offer the BIOS Advanced section.
- Examples of business class systems include and are not limited to: Zbook Mobile Workstations, ProBook, EliteBook, EliteDesk, and others.
For example
- The backlit keyboard timeout option is included in the Advanced section as appropriate (assuming system has a backlit keyboard).
- At this writing, consumer class systems may not include the Advanced BIOS section.
- Examples of consumer grade systems include and are not limited to: Omen, Spectre, Pavilion, Envy, Notebook.

I have the opposite problem as @CWBillow1 - the keyboard backlight on my OMEN15-en0xxx Laptop doesn't turn off - even when the computer goes to sleep. It's kind of annoying to have the keyboard lit up in a dark room when everything else is dark.
From your reply to CWBillow - it sounds like the gaming laptops have a crippled BIOS that doesn't allow changing keyboard backlight settings - which I find odd. Are you saying the ability to control the keyboard backlight is a 'premium' feature reserved for business users?
I sure hope this isn't a sign HP is about to roll out microtransactions to get full functionality from their products!
