May we know how to use the PD to charge the HP NB 16-d1045TX? 

1. any limitation?  or just fit the watt requirement?

2. is the power bank with 130W could charge this NB (16-d1045TX)?

1. You need a charger with 200W wattage rating,

2. 130W is too low, you can charge your machine when it off or siting idle.
