Hi there, my new PROBOOK 440 G8 came with a regular L-shaped blue pin power adapter, but it can also charge via its USB-C port. I have a nifty little multiport hub which I can connect, but it delivers up to 21V (instead of the original 19,5V). Is this harmful?

The last thing you want to do is overvolt it. It will work for a while but causes issues with the motherboard over time, usually to the video chip first. So stick with an actual compatible power supply.
