Hi:
What is the full model number or product number of your CQ61 notebook?
According to chapter 1, page 3 of the service manual, the notebook model series can support up to 2 x 4 GB of DDR2-6400 memory.
The 4 GB DDR2-6400 memory chips are considerably expensive nowadays.
You need to buy dual ranked memory (8 little black chips on each side of the circuit board, not 4).

OK, you can upgrade your notebook to 2 x 4 GB of DDR2-6400 memory as I had replied earlier.
You need to have a 64 bit operating system installed in order for Windows to see and use more than 4 GB of memory.
The specs indicate the notebook came with a 32 Bit operating system.

This is the least expensive 4 GB chip that I could find and there is only one review.
Other brands are expensive as I had replied earlier.
Even though it mentions a specific model HP dm3-1120es model, it should work in any HP notebook that supports a 4 GB DDR2-6400 memory chip.

There is no operating system on the notebook at all, or is it Vista 32 bit?
Yes, the notebook can support Vista 64 bit, but here is the problem...
You have to have a Vista 64 bit installation DVD.
You have to be able to read the product key on the PC's case so you can activate Vista, and I am not 100% sure the OEM product key will work.
You may have to use the telephone activation method to activate Vista.
