I cannot teach you how to inspect connectors or components  on the system board in the forum.

That is unrealistic and beyond the intended scope of this forum.

 

It would be worthwhile to have a service engineer or PC technician take a look at the system board and the DC power in jack.

I was given another suggestion to hopefully avoid having to have jacks and board checked. I just received the usb c charger to see if the would work. When I plug in the usb c charger not lights light up, I do not see any power lights lit to indicate problem. I know I cant have multiple power packs running but did plug in while plugged in with power pack so I could check devices and it is not listed under battery. Does something need to be done to install? USB c port works to charge apple watch so port is working.

A SMART laptop battery has  two way communication with the laptop on its SMD bus at a firmware level. The laptop's charging circuit controls the battery at the firmware level and that is why it should charge the battery when plugged in and the notebook is off.

"SMBus provides a control bus for system and power management related tasks. SMBus is commonly used in personal computers for smart batteries, temperature control and other low bandwidth system management communication."

 

Your laptop does not have a power delivery USB port which would allow charging with a USB power adapter. You would see a PD label on the port if it were present.

 

You stated that the notebook still works when a power adapter is plugged in, but the battery does not charge. 

 

That indicates to me that the header which you plug the power adapter and its connector is working as operated.

 

Either the battery has internal damage, it's connector is damaged or it is not plugged in completely. 
 

There is also the possibility that the charging circuit has a failed component.

Thanks, I will check the few things. I just replaced the battery . The previous/original battery was not charging either so I'm afraid it will be failed component. I will try installing battery one more time to be safe and can even see if putting the old back in and see if anything different happens. I have noticed when I boot computer in the beginning of boot it shows battery and progress like its charging but part way into boot it quits and never starts again.
