I got HP Gaming Pavilion - 15-dk0051wm, and product page saying that type c port support power delivery 3.0
Does it mean that I can charge my notebook with pd cable and power supply? Or it means that it just outputs pd 3.0?

Don't worry as I'll be glad to help, After reading your post, I did go through the Product specifications of your product and found that you have 1 USB 3.1 Gen 2 Type-C™ (10 Gb/s signaling rate, Power Delivery 3.0, DisplayPort™ 1.4, HP Sleep and Charge); 1 USB 3.1 Gen 1 Type-A (HP Sleep and Charge); 2 USB 3.1 Gen 1 Type-A (Data Transfer Only); 1 HDMI; 1 AC smart pin; 1 RJ-45; 1 headphone/microphone combo installed on the PC. To get the answer to this question, it's not possible to charge the computer using USB C port.
