OMG!) I finally did it!
Don't know what was the crucial point but here is my steps:
1)In safe mode uninstall both intel hd and nvidia drivers with software called "Display Driver Uninstaller".
2) Install latest nvidia driver 391.24-notebook-win10-64bit-international-whql and run this old PowerMizer Manager software (disable overheating throttle) and reboot
3) Install latest intel hd driver win64_15.65.4.4944 (did some minor tweaks in control panel like disabling all controlling features for video rendering ect.)
And after that - bam, everything is working! Successful GPU stress test for 5 minutes in XTU. Benchmark scrore about 1027 instead of 607 as before. Fluent games behavior (The Witcher 3, GTA V) And of cource my own Unity builds from indie project works much better without throttling. After some time under load GPU was about 83 degrees so I imagine that this little software actually works and thats more than enough for me to work. I guess everything below 90 degrees should be ok. I'll buy a coolpad soon anyway. Thank you again for your help and quick replys!

Good afternoon. I understand there is no solution to the problem. PowerMizer is a temporary solution, and it's not entirely clear how it works, and how safe it is. P
lease explain why there is a drop in speed. I do not think that the use of third-party programs is normal for a laptop for$1000.
Dmitry_E are you sure this program won't hurt your laptop? I'm wondering if it's acceptable for a laptop.

Hi there!
From what I can see PowerMizer changing reg values of nvidia driver technology. Google gave me a few topics about that but they pretty outdated (2008 - 2012). And when I startet this software I've even had to create reg directory for this values because its no longer there by default. Anyway the only reason to be worry about it just possibility of overheat. But since my setup with hands on the keyboard near the home radiator was pretty okay (about 83 degrees after some time with heavy load) I think it should be pretty safe, considering that you will follow basic rules like use notebook on horizontal hard surface with free air access to the vents and so on. But fot extensive dGPU like 1050 Ti usage I would definitely recommend to buy a cooling pad which I will surely do buy myself soon! (I'm targeting for this one for example: Zalman ZM-NS2000).

Hi! Dmitri it's all good, but I would like to hear the answer from the developers, is it possible to use this program, and turn off limits not mainstream to the laptop? It turns out that I programmatically remove the limitation, and then they just put them. Or just right?

Now, when limited, cpu never going past 79 and gpu stops at 69 and after reaching this, cpu underclocks to 800mhz... This makes any game unplayable...

My solution is very very simple then ever. Use the throttle stop software. It has an option to prevent the gpu and cpu perf drop despite over heating. Yes it's true that cpu and gpu communicates and even one of it over heats then they make each of them stop for a very short time which makes the game FPS drop.
But i wat to tell you that if you choose this disable heat protection option and also continue to use Turbo boost (which can be also disabled by the same software) then over 75C heat occurs on CPU. Goodluck
