Operating System: Microsoft Windows 11

Hey, so I forgot my hp laptop charger, and wanted to charge with my type C charger which is 25 Watts. I checked first and it said the laptop can handle up till 65 Watts. So I tried it, and I started receiving the "Power surge on the USB port" notification non-stop. Even after I pressed reset, unplugged everything and restarted the laptop, it won't go away. I tried troubleshooting with the control panel, and it kind of gave me nothing. I also tried the device manager, then checked then ticked off the power management option in the universal serial bus controllers. Yet again the notification is still appearing non-stop.
