Welcome to the HP Community --
Sorry, according to the service guide, these are not the right kind of port for charging your computer.
The ports are for high speed data transfer and charging small devices (for example, your phone).

"Hello, i was wondering why everywhere i see i can charge my laptop with USB - C"
I have no idea as to what that means.
Your laptop was delivered with a power adapter that has a barrel connector that plugs into a round port for charging. That is what you are supposed to use for charging. That is also what the user manual states.
"But everytime i pluged in the charger nothing happens"
The single USB Gen 1 Type -C port your laptop has is not capable of power input for charging.
The features that capable ports have are USB Gen 3 Type-C Thunderbolt, Power Delivery, Sleep & Charge
