I am getting the blue screen of death on my HP stream 14cb161wm laptop. When I use command prompt to try to fix the bad system config. problem, it says "there is no room". I can not even use system dionosic tools or even factory reset the laptop. Would update the RAM, to get back into windows to use an external hard drive, or would I have to buy a bigger SSD card, or both ?

Your notebook's 32 GB eMMC flash storage drive is an integral part of the motherboard and cannot be upgraded.
The only suggestion I can offer would be to clean install W10 so you can continue to use the notebook.
All data currently on the drive will be lost.
Using another Windows PC, make a bootable W10 USB 64-bit installation flash drive with the media creation tool from the link below:
Boot from the installation media and when you get to the screen that asks, 'Where do you want to install Windows,' delete every partition on the drive, leaving just one partition of unallocated space.
Click next, and Windows should install.
After W10 has completed installing you can install the drivers and available software from your notebook's support page.

Upgrading the RAM will have zero effect on the amount of drive space you have.
You can upgrade the RAM (memory) from 4 GB to 8 GB, and it may help performance a little bit.

I recommend that you run the Windows disk cleanup utility>cleanup system files option once a week to help reduce junk file accumulation.
