We have two lines of questions going here, maybe 3. On the Omen, yes even though the Manual does not say it you can install 2 x 16 gigs = 32 of DDR4-2666 SO-DIMM. This model is almost unique in expressly allowing the end user to remove the back cover and upgrade memory and storage. Start on p. 35 of the Manual here:
On the Envy x360 m6-w103dx model yes there are two memory slots and max memory is 2 x 8 = 16 gigs of DDR3L-1600 SO-DIMM. Bad news is memory is on the backside of the motherboard and very difficult to access. It's the opposite of the Omen in that really only a technician or a very experienced end user should try to open it up. See p. 42 here:
Envy is like Business Class on the airplane and Spectres are more like First Class but there is a lot of overlap. I can't compare "Envy" to "Spectre" in the abstract. Please describe as best you can your budget and your son's needs and preferences. Screen size? With that info I will give you my 2 cents worth on which HP laptop you might want to consider. Also let me know what country you live in so we can look for promotional pricing.
Post back with any questions and please accept as solution if this is the info you needed.

I have a similar question and one more, except that my computer is different.
1) I have the following computer (HP ENVY x360 - m6-w103dx (ENERGY STAR), Serial number: 8CG5430CW7, Product number: M1V66UA, Windows 10, 64 bit). The warranty has expired on this computer and I want to upgrade from 8GB RAM to 16GB RAM. The task manager shows that I have a total of one RAM slot, so that would mean replacing the 8GB RAM with one 16GB RAM. Can I do it and will my motherboard support it? If yes, what is the specification of the RAM I need to order?
2) I am looking into buying a laptop for my son. What is the difference between HP Envy and HP Spectre? Can the same charging cable be used for both the HP ENVY and HP Spectre laptop.
