Hi, I'm going through old electronic equipment including this notebook my brother gave me awhile back and I didn't end up using. What does "retired" status designates beyond what is noted. Is this notebook technically still operable (I don't have it's charger to check it)? Can it be upgraded? Can Windows 11 be installed on it? What should I do with it? I can't upgrade to Windows 11 on my Microsoft Go Tablet so I will need another laptop and wouldn't mind using this one, although it is a "monster", if it's worth getting it up to speed. What do you think?

Hi:
When HP designates a PC as 'retired' it means that they no longer provide support for it and normally remove the manuals and drivers from the support pages.
The notebook can only run W11 up to version 23H2 which has to be done with one of the tricks out there on the internet and I don't know where you would be able to find a W11 23H2 ISO file anymore since Microsoft has W11 24H2 on their download site.
Microsoft recently changed the processor requirements to run W11 24H2 which eliminates any PC that does not have an Intel 1st generation core processor or newer from running it.
The PC can run W10 but if it is not running W10 right now, then you would have to pay for a W10 license and product key, which on such an old model notebook would not be worth it.

Here is the parts list which has the power adapter part number and description:
Find a used but tested and working genuine HP power adapter on eBay.
You can use either part number--the old ones or the new ones.
Search by the HP part number.
The used adapters normally come with the power cord that goes from the wall socket to the adapter.
Other than finding a power adapter so you can turn on the notebook, I would not put any money into it.

I don't know what model Micrsoft Surface tablet PC you have, but if it is running W10 you should be able to do an in-place upgrade to W11 24H2 by watching the video at the link below:
