 That does indeed track with having filled your 32GB eMMC drive. I hope you had anything important backed up to some form of external storage, as a fresh install will clear some room for you but fully wipe away what was on the drive. 

 A 32GB eMMC just can not cut it now as Windows 10 + Updates will again run you out of room again. The addition of more RAM (8 GB max in your case), is a good start and will add to Laptop usability, but you really want to bypass your eMMC as a boot device for something with more headroom.

 YouTube has some good guides to follow, just search "HP Stream 14 Upgrade

 

 *Please note* Make sure you are out of Warranty Coverage, because doing any Upgrade will cancel out any coverage by HP. Also HP does not support such Upgrades and it is not their issue should anything go wrong, You must accept any and all responsibility for any damage to your device.

 That said, if you take your time and use common sense plus work safe by avoiding static shock ( grounding yourself), you can unlock a good deal of hidden performance by converting the eMMC from boot device to storage only.
