I am using Hp pavilion 14-bf0xx i7-7th gen with 4gb of DDR4 ram with a speed of 2133 MHz. I am planning to add a 4gb DDR4 ram.

1.) What TYPE and BRAND is recommend for me to use so that it would be compatible with my laptop ?

2.) Am I allowed to add 8gb ram instead of 4gb. So that my laptop would have a total of 12gb of ram ?

It actually uses DDR4-2400 which in the case of the 7th gen Intel Core processors like yours, downclocks to 2133 mhz in operation. There are two slots and you can actually install up to 32 gigs (2 x 16) but yes you can have 4 + 8. You would be better off to have 2 modules of the same capacity, however so you have dual channel operation. In most cases 8 gigs in dual channel will perform as well or better than 12 gigs in single channel.

Start on p. 27 for "how to". See this inside:

 

Memory slots to the left of red circleMemory slots to the left of red circle

 

These are HP Part numbers for the specified 8 and 4 gig modules:

 

8-GB 862398-855
4-GB 862397-855

Another problem, it seems like my laptop only has 1 fan (am i correct? there is only a single fan in the images shown in the manual). But my problem is I can't feel like it's working in the right side of my laptop since I can feel the right side of the keyboard get hotter every time I play a weak/not demanding game with very low settings. I can totally feel the air in the left side though.
Questions:
1.Is there a problem with my GPUs : Intel(R) HD graphics 620 and NVIDIA Geforce 940MX

or with my fan ?
2.I can always hear my fan and it's loud, is it normal?

Note: My laptop is placed on top of a solid table, I assume that air can freely go in and out my laptop

Try installing a small app called speedfan to check fan speeds and temperatures:
