Greetings. I purchased a replacement laptop charger with various tips and voltages. (Supposedly the voltage adjustment is regulated by the tip selected. ). Upon selecting the right tip, which is to operate at 19.5 VDC, I checked the voltage with a meter. I got about 21.5 volts. Will that small over voltage harm my laptop? Let me know. Thanks.

No, the tips won't change voltages. Normally we can use +/- 5% to 7% but (21.5 - 19.5) / 19.5 is over 10%, a bit high this may effect for your battery's life.
