2 of the small Torx screws at the bottom of my laptop have fallen out. How can I find their thread size and length so I can replace them? The service manual just references "screw kit M31148-001" which doesn't exist anywhere else on the internet

The simplest method is to take one of the remaining screws out and take it to a laptop or electronics parts shop.
The techs at the shop should be able to easily match it to a replacement screw for you.

Well after two trips to the hardware store it turns out they're M2 x 9mm screws, in case anyone else has poorly machined screw holes and Google searches for the part number. Not sure why this information couldn't have just been available online ("M31148-001" is a useless part number if you don't specify what it is or allow purchase -_-)
