Yeah, I figured as much (about you and Linux).
You seem to feel strongly about it being a bug (for your sake I hope it is). You have nothing to lose by taking it to an HP service center. At least get an official face to face reaction about this issue.

It turns out that differently specced laptops in this series, "HP HP EliteBook 845 14 inch G10 Notebook PC", are also affected.
Check this out (you need to have an account with GeekBench), this is for a SKU with the most expensive PRO 7940HS CPU, again boosting only to 4.5GHz.

I seriously doubt that the problem is NOT using win11. For a correct differential diagnosis, you have to be certain that these systems are similar except for the OS. I'm more inclined to believe that the win11 system has a previous unaffected BIOS version, or a later corrected one. I saw you posted this question on another forum (if I'm not mistaken), and they also think of it as a firmware issue.
I asked unclewebb/Kevin Glynn of the throttlestop program/forum for any information on this issue, since it originally appeared on the HP community as a problem having to do with 12th gen Intel Victus and Omen gaming laptops. He also agrees that this is a firmware based bug/throttling scheme. One thing he pointed out was that the easiest way to limit a CPU's maximum turbo boost multiplier, is by disabling C states. This in effect limits the CPU to the all core turbo multiplier. So, you should check your C states just in case. Another thing he brought to my attention was the fact that according to posts on Reddit, the Intel Omen laptops got a fixed BIOS which corrects this issue. Since your system got a very recent BIOS update, it might be a good idea to try it out (if you haven't already). It goes without saying that you can always try win11 to see if there is any change.

I'm shocked no one is talking about that. I'm shocked these systems have been now sold for over two months and HP hasn't released updated BIOSes fixing the issue.

You're correct, the issue is reproducible under Windows 11 as well. Just for fun I installed Windows 11 on this laptop, along with all the HP drivers and the issue persists.
Speaking of C-states. There are just three for AMD Phoenix CPUs, C1/C2/C3, and they are all used as far as I can see. I'll post a picture later when I get to my laptop. Intel has a different set of C-states.

I reported the issue to HP over a month ago. I haven't even got a confirmation yet. What a great company.

Here's some new information.
I've scoured GeekBench results for my system and other HP laptops based on 7840HS and 7940HS CPUs and here's what I found out.
Systems based on BIOS version 01.01.08 are not affected but those upgraded to BIOS 01.01.09 and 01.01.10 exhibit the issue which indicates that it's indeed an easily fixable BIOS bug. I'm mildly optimistic about the whole ordeal. Too bad HP support still hasn't confirmed the issue. For some reasons they are keen to call me and I don't know why. I don't want to replace my unit.
I won't post links to GeekBench results because I've noticed that links here get removed for some reasons. You can simply Google GeekBench Browser and type 7840HS or 7940HS in the search box and check HP systems.
Also HP absolutely needs a way to configure fan speeds for these laptops with Phoenix APUs. They get really hot (but still almost completely quite) when you're using them. I'm willing to tolerate some noise but I don't want the top of my laptop to get scorching hot to touch. And I've already limited my TDP to 15W vs default 28W.

will run at the CPU's maximum intended speed -5.1GHz- "The system boot normally, with CPU Freq up to ~5.1GHz", and not for nano-seconds, either.
It's unfortunate that factory flashed BIOS versions are (almost) never uploaded on the self service product page.

HP employees neither read, nor care about these forums.
If you live in the US, your best bet will be to call HP. Make them actually investigate the issue. Make them install the latest BIOS release.
I've already opened six support requests (three normal and three via dedicate business support) and all of them have been completely ignored. I first reported the issue a month ago.
This is one the worst support I've ever got from a major tech company but let's be honest: there are companies just like HP. AMD and NVIDIA both also outsource support to Indian employees and you can never get anything from them.
In case you're lucky and your request gets acted upon, please report another one: when automatic fan management is enabled in BIOS, the laptop gets quite hot when you're using it. Would be nice to have a way to configure fan behavior, i.e.
- Silent/Quiet (don't enable fans whenever possible, keep their speed low)
- Normal (likewise but maintain lower temps)
- Aggressive (keep the temps as low as possible, fans always on)
