Samsung S21+ does not connect to HP laptop via C port

Using the two Usb A ports, S21+ shows in File Explorer

using the C port, S21+ does not show up in File Explorer

using same cable and connecting to another laptop, S21+ shows in File Explorer

cable is not damaged

all drivers are up to date

C port is working because i can connect another phone,  Note 9 with the same cable  and it opens  up in File Explorer.

why is S21+ not working with C port???

any solutions?

What is your HP 14s-fq0000 Laptop PC (9VN14AV) ? It should have same ports as the following machine:

                     HP Laptop 14s-fq0029AU

It ONLY has 1 SuperSpeed USB Type-C® 5Gbps signaling rate port which does NOT support Alt mode nor Power Delivery. You can NOT use it to

• Charge your machine,
• Connect to an external monitor with/without hub/dock/adapter

If you wish to connect 2 external monitors (only), you can use

     Monitor 1: HDMI direct cable,

     Monitor 2: Using a Displaylink Certified USB-A to HDMI adapter such as

                                    USB to HDMI Adapter

I am not wanting to connect monitor, or use the C port for charging.

My question is, why my samsung phone does not connect to the laptop when connected to C post? 

The phone is not damaged, cable is also not damaged.
