Perhaps it is a driver issue.
Many later revisions than what is listed on the driver page for your model are around. Maybe you need to experiment a bit. Don't forget to create a restore point before you do.
The latest one is on the Realtek page from this week Tuesday (V. 10.0.370.188)
The latest for my Pavilion 15 from HP would seem to be:
V. 10.0.370.154 / sp82572.exe
http://ftp.hp.com/pub/softpaq/sp82501-83000/sp82572.exe
I have this one (not used much but working fine so far):
V. 10.0.15063.31236 / sp82195
http://ftp.hp.com/pub/softpaq/sp82001-82500/sp82195.exe
Then there is:
V. 10.0.15063.21301 / sp81268.exe
http://ftp.hp.com/pub/softpaq/sp81001-81500/sp81268.exe

Sorry, had a typo in the link, should be fixed now.
It is good to do a full shutdown (run the command shutdown /s) after the driver installation.
Do you get any sound when you insert the card?
Have you checked in the Disk Management that it is not just the drive letter that is missing?
If it is missing, it is easy to add (just right click on the SD volume and select Change drive letter..)

This reader seems to be a tough one:smileysad:
If this was an Intel CPU computer, at this point I would ask you to make sure the chipset drivers are up to date but as HP has none on the support page and I am not familiar if the ones on the AMD page would work, I'm very hesitant to give any recommendation as I would not want you to brick your computer even by a long shot.
Here is the link to the AMD page anyway:
https://support.amd.com/en-us/kb-articles/Pages/Notebook-APU-Drivers.aspx#a10
There in the driver page under Optional they also list the chipset drivers but I have no knowledge if they are compatible with your computer, so no recommendation from me to experiment.
Have you tried if the Microsoft troubleshooter has anything useful to say?
From Settings (WinKey+I) select Update & Security -> Troubleshoot -> Hardware & Devices -> Run
Then you can try to manually update the driver in case the installer did a bad job:
1. Open device Manager
2. Select Show hidden devices in the View menu
3. Expand the Universal Serial Bus Controllers section
4. Right click on the Realtek USB 2.0 Card Reader
5. Select Update Driver
6. Select Browse my computer and go to the folder where you have downloaded/unpacked the driver
7. Select the folder drvbin64 and click Ok (The folder should have a .inf & .sys file in it if the name match is not exact)
Another thing to try would be to delete the device in Device Manager and let Windows rediscover it
To make sure there are no normally unseen ghost devices you can do as follows:
1. Open a Command prompt with Admin privileges (Ctrl+Shift+Esc->File->Run new..->Type CMD, select Create..)
2. Type the command: set devmgr_show_nonpresent_devices=1
3. Type the command: start devmgmt.msc
4. Select Show hidden devices in the View menu
5. Expand the Universal Serial Bus Controllers section
6. Right click on the Realtek USB 2.0 Card Reader
7. Select Uninstall device
8. Try doing the same if you see any ghost reader devices
9. Close Device Manager
10. Right click on the Windows icon down left and select Run
11. Type shutdown /s as the command and hit Enter
12. Start computer
Other than the above, I'm beginning to run out of suggestion. Maybe opening the computer and seeing that everything is well connected would be next but as the computer is new, I would make this a warranty case and let HP sort it out. Let's hope someone else has a working solution even before having to take that route.

On some of the business models the HP Client Security manager can be used to block access to memory devices.
Have you checked that you don't have any antivirus etc. that might be doing the save? I would imagine you get a notification but who knows, they could malfunction as well.

i tried microsoft troubleshooter it say it cant identify a problem. i did update the driver manually inside device manager but its still not working. i also uninstalled realtek pcie reader in device manager and did a shutdown but it still doesnt show in file explorer. only thing i could see is realtek pcie reader is not located in universal serial bus controllers it is located inside memory technology devices is that normal? i dont see hp client security manager on this pc the mcafee av subscription has expired and i disabled windows defender firewallvbut i still dont see sd card in file explorer

Hmmm..maybe the AMD equipped computers are a bit different then. On my Intel machine there is a hidden device Realtek USB 2.0 Card Reader in the Universal Serial Bus controllers section and the inserted card appears in the Disk Drives section.
And..sometimes the Antivirus stuff is harder to remove than a virus. You could still try running their MCPR tool to get totally rid of the McAfee
