I'm beginning to run out of things to suggest here.
Since it's a new computer maybe you should let HP warranty service sort it out.
Some final tests that I can suggest you could do, hope someone else has better suggestions:
Do a simple disable/enable:
Go to the device manager and disable the Realtek device, wait a while and then re-enable

Check the BIOS:
I'm almost sure HP does not have any BIOS settings for the device, but I would still check to make sure

Rescan the devices:
1. Select show hidden devices in Device Manager
2. Uninstall (do not remove files) all the related devices in Device Manager
3. Select Scan for hardware changes in the action menu

Try drivers from AMD:
You could try installing the AMD chipset drivers from the AMD page:

They are under the Optional tab in the corresponding Win64/Windows 10 section for your APU
Dont's forget to create a restore point.

I would like to see some life in the SD reader first.
Maybe a quicker test would be to create a bootable Live Linux USB stick and see if there is any life in the SD.
I booted mine with Fedora Core 27.1.6 and the SD reader worked right away.
You would need a minimum 2GB USB for that and if it's USB 3 even better as it is so much faster.

Well, my card reader is USB and yours is PCIe so maybe Fedora does not have the drivers.
if you see unassigned devices in the listing with the lspci command that would probably be it.
lsmod lists the loaded modules and dmesg shows the messages from drivers if you ever get that far.
That made me think..what if it's the PCI drivers that need an update in Windows as well.
You could at least compare versions in what you see in Device Manager -> System devices compared to if you download the driver package from AMD

and open the file with e.g. 7-zip and extract to a folder.
Look in \Packages\Drivers\SBDrv\PCI_INF_svr\WT64A\ for the PCI stuff.
Create a restore point if you decide trying to update.
It could be some other chipset driver as well, but as I am not familiar with the AMD world, can't say which it could be.
Maybe as a stopgap solution you could also get one of those card readers that plug in the USB ports.

Just for the fun of it, maybe you could list what all you have in the System devices section in the Device Manager. Please enable Show hidden devices first.

At least compare the PCI/PCIe driver version. Who knows where the glitch may be.
Remember to check every once in a while the Disk Management as well for potentially missing drive letter.

I have an HP Pavilion dv7 With a Realtek card reader issue, I went to the site that ichbinwasichbin posted and downloaded the windows (8) even though I have win10 this PC started out with an XP OS
The latest one is on the Realtek page from this week Tuesday (V. 10.0.370.188)
I downloaded it - opened it - ran it and problem solved - no reboot needed! Thank VERY much ichbinwasichbin .
