The BIOS image is stored on a special partition on the hard drive. If the hard drive is bad the BIOS app cannot find the correct image. The picture is a little fuzzy but it looks like you are rolling back from F.28 to F.25 and there are F.26 and F.27 BIOS levels why go back to F.25? The BIOS is very unlikely to be the source of an issue with your touchscreen. Do you have full use of the UEFI diagnostics or do you have a very limited version? You may need to do the BIOS rollback if you feel you must using a UEFI bootable thumb drive. It available on the support page for your model.

What is the issue behind touch screen and my previous bios version is f.25 and i manually updated bios to f.28. what is the latest bios version available for my pc.

HP Recommended

F.28 is the latest. Don't know why the touchscreen does not work but its not likely to be BIOS.

I manually downloaded from hp drivers page and not frim support assistant. Then what is the solution for this

I figured perhaps that was true. Can you enter UEFI diagnostics as you boot up? esc key and then F2 key?

Here are a few ideas that depend on being able to boot to Windows 10:
