- So, I bought a new battery, and it's not charging.

Well. This is something I didn't want to happen, but what am I gonna do.
Four days ago, I have recently installed a new HDD for the laptop, and everything is working good. My previous battery didn't work anymore so I had to buy a new one, since I didn't want to run this laptop in one location. The battery arrived today, and it was able to power the laptop without the my charger.
However when I plugged in my charger, I saw that the small light that would go on to show that the battery is charging, didn't turn on. I immediately went online to find a solution, and I have done the following with no solution:
1.)
Powered off the computer
Disconnected the Battery & Charger
Held the power button for 15 seconds
Pluged charger back in
Let Windows load
Plugged in battery, but it wasn't charging
2.)
Downloaded latest bios update for the 4530s Probook
Powered off the computer
Plugged in charger & battery
Saw on the startup screen (with the "ESC for startup options" text) that it said that the charger was plugged in
When windows loadded, it said it wasn't charging
So yeah. I do not know what to do, and I really want to find out a solution to this.

Sometimes the ACPI or Advanced Configuration and Power Interface driver can cause laptop battery charge to fail if the driver is corrupt. Uninstall and reinstall the ACPI-Compliant Control Method Battery device driver from the device manager and check if that resolve the problem.
The logical way to test the battery would be to try it in another laptop and see how it works. My guess is that there must be problem with the internal logic chip in the battery. The cells inside are still pretty good but the "smart" part of the battery might have gone bad. It happens sometimes.

I tried uninstalling and reinstalling, it didn't work. As for the second thing, I don't have another laptop to test the battery on. I should also mention that the Startup screen says that the battery is charging with the adapter plugged in, thought I should mention that.
I'm guessing that I should return the battery to see if I can get another, but I at least want to find a solution.

If the Startup screen says that the battery is charging with the adapter plugged in that's a great news as long as the battery works normal.
You could either give it sometime and test it out or you could request with the point of purchase to test this battery from their end on a different unit probably
or
You can check if they can replace this battery for you

I've recently emailed the seller of the battery and they were kind enough to send another battery.
As generous they were, the second battery seemed to not work with my charger. I'm starting to guess that my charger isn't possibly giving enough power for it to charge the battery. Does anybody else agree with this?

Thank you for the update! Well that's strange that your charger is doing that.
Are you using the same charger which orginially came with your HP notebook ?
If yes and still facing the same issue
I suggest either you can charge a different battery and test it out
or
Have your charger checked with different notebook altogether with the same/different battery to see if its going to do the samething again.
Also please try different wall socket. Thanks in advance!
