My HP Spectre x360 - 15t-ch000 CTO has a failed motherboard. I took it in to my local IT repair shop where they diagnosed it. Unfortunately they were not able to get a replacement motherboard to fix it. And of course like all of the other spectre's that have failed motherboards, my computer is out of warranty. Is it even possible to get it fixed by HP? If so how do I get in contact with HP to get it fixed? Is it even possible to speak to an actual HP agent anymore?

I have an HP 15.6 360 (bought on 12/18). The on/off switch light flickers on and off between 3 and 4 seconds, but the computer won’t power on, not even when it’s plugged in. Could the motherboard be fried?
If the motherboard needs replacing, can service centers purchase it from HP and install it? Or is this an item that HP will not send even to service centers?
This is the motherboard according to my device info in hp.com

Is there a way to send it back directly to HP for repair?
