Same issue with my new X360 14.  A Plugable USB-C dock keeps randomly disconnecting then reconnecting.  Sometimes monitor come back, sometimes they do not.  Windows 10 Insider Preview build 21296.  All drivers are current from HP website and BIOS is F.08.

Need a resolution soon or I will have to return this HP and go back to my Samsung Notebook so I can get some work done.

I found that the workaround @Martin-Akerlund suggested in the post just before yours seems to be working so far, plugging my HP charger into one Thunderbolt port and the Pluggable dock in the other one. I'm only on day one of trying this solution, but so far it's been about four hours with no issue. I must mention I did change a second variable though, which was removing a daisy-chained DP monitor. Later I will try putting that back in the mix to see if the problem resurfaces or not.

I will try that when I arrive home.  My other option would be to dig out my older Plugable dock that is just USB, not USB-C.  Not ideal but it may work until HP gives us a resolution.

Yesterday I left the Spectre unplugged all day while at work.  When I arrived home, plugged in to the dock and while the battery was charging, I never had a disconnect (someone else had mentioned this as well).  Once the battery reached 100% charge, the disconnects started and are very frequent.  Plugged in the laptop power adapter (in addition to the dock) and the disconnects stopped.

This morning I updated to the latest Insider build, and saw that there was an HP Firmware update.  Not sure what it was for, but it had NO AFFECT on the disconnects, they are still happening very frequently.

I contacted HP support, and got a new BIOS, version F.09

1. Install new BIOS (https://ftp.hp.com/pub/softpaq/sp112001-112500/sp112443.exe)

2. After that the BIOS has been installed, 

    go to "Device Manager" -> "Universal Serial Bus Controllers" - > with all entries (one by one) right click and "Un-install"

3. Restart the computer

 

But it did NOT solve the problem for me.
Waiting for HP support to get another solution.
(the workaround I am using until the problem is solved is to connect another power supply to the second USB-C port)

Not sure of the timeline on this, but I unplugged the second power adapter from the Spectre and I haven't yet had the dock disconnect.  Battery is fully charged. I will continue running with just the dock plugged in and see if the disconnects return.
