Like many others, my keyboard is warped and my track pd is cracked. I see that many people are experiencing swollen batteries, and there is a recall on many items, but not this one. What should I do? Is it safe to use?

You are right - the timing is pretty bad.
I am sorry this happened to you.
Life continues - and the road is filled with rocks and obstacles.
Not sure about local repair shops - most people are practicing the necessary precautions and staying home.
You can see if you can get HP to fix it.
Open a case > provide the necessary information, explain the issue and include that if necessary, you are willing to pay for the repairs. Submit the case. After the online case is submitted, contact information is displayed on the screen. If / When you call be ready to wait -- it is my understanding that the call center is very busy.
This method (assuming you can arrange it) will work but it won't be super fast. It takes time to have a box sent to you so you can pack and ship back the computer. It takes time for the repair - and it takes time to ship the repaired computer back to you. This doesn't even include backups for the data that you likely already have but may want to update.
And / Or
If you have the means to do so (budget), consider ordering a small, inexpensive replacement. If you don't get too fancy about the choice, most companies (including HP) do have "ready to ship" computers for sale. This is expensive but you are not left without a computer that either gets so fat it won't run or is shipped off for repairs for a couple of weeks (or longer).

If your product supports your operating system, HP offers your driver and software at no additional cost through the HP website.
Use caution when dealing with any website that asks you to pay for HP driver downloads or tools that claim to diagnose your HP products. These websites might not be affiliated with HP in any way.
Do not install BIOS updates from a motherboard manufacturer's website. Only install BIOS updates from HP. Installing BIOS updates from the motherboard manufacturer can prevent the computer from accepting an HP system recovery. This could result in a loss of data.

According the to data from HP, the battery itself is not dangerous in this condition.
That said...
You do need to remove the battery and replace it - or have the task completed by someone with the necessary skill set.
The battery no longer fits in the computer case - if you do not remove the battery, (continued) damage to other components is inevitable. The battery will also fail - it is not manufactured to be used when distorted / swollen.

HP urges customers to recheck all potentially affected products
In cooperation with various government regulatory agencies HP has announced an expansion of its worldwide voluntary safety recall and replacement program for certain notebook computer and mobile workstation batteries announced in January 2018. The potentially affected batteries may have been shipped with certain HP notebook computers and mobile workstations sold worldwide from December 2015 through April 2018.
The batteries have the potential to overheat, posing a fire and burn hazard to customers. It is essential that you check or recheck your battery, even if you did so previously and were informed that it was not affected.
HP’s primary concern is for the safety of our customers. Because these batteries pose a fire and burn hazard, it is essential to visit the HP Battery Recall website at www.hp.com/go/batteryprogram2018 as soon as possible and check your battery.

Battery will not charge when system is warm to hot
If the “not charging” issue is (only) apparent when the system is running hot (or near that point), the battery and charge system are likely overheated as well – the charge system will resume operation when the computer cools down. Short Version: An overheated battery / computer / charging-system will not charge the battery – this is normal behavior.

- Switch off the computer for 30 minutes, boot / start the computer, and log in
- Control Panel > icon view > Device Manager > Open Batteries > Right-Click “Microsoft ACPI-Compliant Control Method Battery" > Uninstall > Remove existing driver
- Shut down the computer
- If the battery is removable, remove the battery for one minute > Replace battery (Skip for non-removable battery)
- Start the computer and log in
- Control Panel > icon view > Device Manager > Open Batteries > Right-Click “Microsoft ACPI-Compliant Control Method Battery" > tab Action > Check for hardware changes (reinstalls the driver)
