Hello MackemMan,
I'm just going to suggest a solution, so see if it actually works.
- Hit Windows key + R
- Type services.msc
- Scroll down and find Windows Management
- Right-click it and hit Start. If it is already running, hit restart.
- Check msinfo32 now
- Also, right-click > properties > startup type > Automatic to ensure that it works next time

Although it's Windows 7, it should still work the same way.
