Temperature Is Higher Than Usual (CPU)

Yesterday I finished cleaning the components of the laptop, and I also upgraded the RAM to 16 GB. I turned on the laptop and then I checked the Task Manager to check the stats. I noticed that the CPU cores were running at a speed of 2.5 GHz, which they had never ran at a speed that was above the base speed. The base speed is 2.2 GHz, and the laptop seems to generate more heat than it did before. The cooling fan is fully functional, and it spins even faster, since I oiled the ball bearings with sewing machine oil. I also feel cold air coming from the fan. When I checked the temperature of the CPU cores with Speccy, it was over 60 degrees Celsius, and the text was orange, instead of the usual yellow text. I have also seen in the task manager that the anti-malware program (Windows Defender) is utilizing up to 30% of the CPU. Are the CPU cores overclocked? If so, is there a way to decrease the speed to regulate the temperature?

My laptop is an HP Notebook 15-f387wm with Windows 10 64-bit. It has AMD Radeon R5 graphics.

I suggest you update the BIOS from this Link: https://support.hp.com/us-en/drivers

If the Notebook is still overheating, I suggest you contact HP Support for Service Options

1) Click on this link - www.hp.com/contacthp/ 
2) Select your product type below.
3) Enter the serial of your device. 
4) Select the country from the drop-down. 
5) Select the chat or get phone number options based on your preferences. 
6) Fill the web-form and proceed further.

Also another thing... I found a cooling pad that has both: the fans in the cooling pad, and a powerful fan that goes over the side vents. Is this also a good idea to use this as well?

Using a cooling pad will definitely reduce the overheating concerns
