I'm using Hp Omen series laptop. I have noticed that one of my laptop's USB port contains power even though the laptop is switched off. is it a problem or not? asking for the help of the experts.

Hi,

Yes it is normal. Some of the USB ports on the notebook have "HP sleep and charge" which means that even if the PC is in a sleep state (off) the ports can be used to charge smartphones etc...

You can see the various ports and specs starting on page 5 of service manual:
