Is Thunderbolt Dock 230W G2 (HSN-IX01) compatibile with HP Notebook 14-cf0018ca? Looks like it's not..

The specs of your machine is

It only has 1 USB 3.1 Type-C™ Gen 1 (Data Transfer up to 5 Gb/s) port, which is NOT a Thunderbolt port. It is a hopeless port actually therefore it is NOT compatible with a Thunderbolt Dock G2 dock.
