I have an HP Pavilion x360 Convertible 14m-dw0xxx. The right half of the touch pad is noticeably lower than the left half. The left is completely flush with the rest of the laptop, but the right dips about 1 millimeter lower and makes a noticeable lip. The touch pad also has some give to it when pressing down on it. When clicking in the touch pad, it will dip 1 or 2 millimeters before I reach the point where I can actually make the touchpad click.

The underlying issue might be nothing more than a missing or loose screw that holds the touchpad in place.
Parts and Replacement Procedure on Pages 75-76
That said, it is hard to explain how touchpad screw(s) would loosen without something else going on.
Personal opinion.
What else?
If the battery is inflating / bloated, this would normally cause the touch pad to be pushed outward as opposed to dipping on one side while remaining flush and proper on the other side. Nonetheless, check the battery when you have the case open to make sure the battery is not in need of replacement.
What else?
If the computer is still in Warranty, reach out to HP Support and submit a case.
Reminder
Case submission is primarily directed at those whose devices are still in Warranty.
For the rest of us, this is not an option.

If the device is not registered, or if there are other issues, submit a Warranty Dispute form.
NOTE 2: If the single-system-check fails to find your device, use the "multiple devices" method to
check single or multiple devices.
- If necessary, Select your Country on the main website page or at the bottom (click Flag)
- Scroll down > To the right of Check multiple warranties, Click Continue
- Enter the Serial Number and Country for one or more devices / systems to be checked
- Check the box to verify you are "Not a robot"
