I have HP ProBook 4430s in which Window 10 Pro is installed (HDD). I want to add one more hard disk (HDD, not SSD or NVMe) in which windows 7 is installed and wants to boot from windows 7 HDD and vice versa when required, how is that possible without removing optical disk drive??

That is true for EXTERNAL drive. You can use one or two or three EXTERNAL drives

This is an old machine, it ONLY has one bay for HDD, you can't NOT add another HDD. Many people use option by replacing ODD but believe me, that is good for storage, not good for boot drive. You can try

As I said above, it is impossible to add one more disk drive w/o removing ODD.
