Hello, I have a question about the HP Victus 16-d1213tx laptop. Can I charge the laptop using a PD 100 W charger? Previously, I tried using a 30W charger, and it was able to charge, but only when the laptop was turned off. If I use a 100 W charger, will I be able to charge it while the laptop is turned on?

Probably not while turned on, but turned off, yes.
I say that because your laptop happens to be one which requires a 200W power adapter.
You should probably stick with the barrel type (Smart pin) power adapter your laptop was delivered with.

I provided you with an answer that was in line with HP subject matter experts answer on the subject.
The charging with USB type-C chargers on laptops that were not delivered with them has been a question we have given them for a few years. They are HP representatives and provide us with an official HP stance.
In life you won't always like the answers given to questions you that ask.
