How is the USB 3.1 Gen 1 (HP Sleep and Charge) port differ from the other two USB 3.1 Gen 1 (Data transfer only) ports on my HP ENVY - 17-ce0008ca? Does the former both transfer data and charge while the latter two only transfer data?

No all usb ports put out power and can charge a cell phone, for example. If it has the sleep and charge type port it can charge a cell phone while the laptop is in sleep mode. Otherwise power going out of the usb port is cut off when the laptop sleeps.
