What can the USB 3.1 Type-C™ Gen 1 HP Sleep and Charge port on my HP ENVY - 17-ce0008ca be used for? Can this be used for both charging and transferring data but using the smaller Type C connector used on cell phones and such?

Yes it is a usb port that can transfer data faster than a USB 3 port. It can also charge an attached cell phone. It is not a "Power Delivery" port so you cannot charge the laptop's battery through this port you have to use the barrel type adapter sold with the laptop.
