How can I tell if the USB-C connector will allow for charging the laptop? And is this small connector the only USB 3.0 connection?

According the specifications of Your laptop, all usb-c ports are for data transfer only. So, You can not charge your laptop by usb-c port, only with hp  AC Smart pin power supply.
