USB-C charging

I've read some threads about charging laptops via USB-C port and in general the answer is no, you can't do it. Then there's article where one is given impression that virtually every laptop provided with USB-C port can be charged this way. I feel somewhat confused, though I know for a fact that two hp laptops I own don't initiate charging when I plug the power supply in.  Why is that and can it be fixed by ie. upgrading bios or installing newer drivers?

That article you link is very general and does not spell out very well that not all USB-C is created equal. You need to be sure "Power Delivery" is on the specs of the port. Not "Sleep and Charge". Your port has video out (DP) and data only. It's not Thunderbolt so will not support an eGPU and its not Power delivery. Supported AC adapters are all barrel type not USB-C. Just generally, if an HP laptop can be charged via the USB-C port a USB-C charger will be included with the laptop; otherwise not. It's either a charging port or not: no way to make it into a charging port with BIOS or a driver.
