Have you tested the port with the HP PC Hardware Diagnostics UEFI utility?

 

Have you invoked the Device Manager to see if there is a driver installed and it is reported as operating? Check all of the USB Serial Bus controllers.

It always helps to state what the installed operating system is.

It is best to not assume that we already know what yours is.
