Hi:
The processor is an integral part of the motherboard and cannot be upgraded.
There are no posts where anyone has installed more memory in the 15s-fq2xxx model series, so I would play it safe and go with 2 x 16 GB.
You probably don't need 64 GB of memory anyway.
HP only has the service manual for the original model series which indicates the max memory is 2 x 8 GB.
The 15-dy0xxx model series uses the same manual as the 15-fq0xxx model series.
