I wanted to know what is the max RAM I can upgrade the machine to?
Some say 8GB others say 16GB

Chapter 1 of the service manual indicates that 1 x 8 GB of memory is supported:
HP 15 Laptop PC Maintenance and Service Guide
The Intel processor specs indicate 8 GB is the max.
Intel Celeron Processor N4000 4M Cache up to 2.60 GHz Product Specifications
You can run this command to see how much memory your notebook can support:
1. In the search box, search for cmd and click Run as administrator.
This will open the command prompt.
2. Once the command prompt is opened, type wmic memphysical get maxcapacityEx and press the enter key.
There, it will show the maximum RAM capacity your PC's motherboard can support.
The capacity is shown as Kilobytes, so you have to convert it to Gigabytes by dividing the number provided in the report by 1,048,576.
If the report indicates 33,xxx,xxx, then most likely the notebook will support 1 x 16 GB of memory.
If the report indicates 16.xxx.xxx then it will only support 1 x 8 GB of memory.
There are folks that have installed 1 x 16 GB of memory in notebooks that have the Intel Celeron N4020 processors, but I don't know of anyone that has installed 1 x 16 GB of memory in a notebook with the Intel Celeron N4000 processor.
The Intel Celeron N4020 specs also indicate that only 8 GB of memory is supported.

Also, I do not know what this information is that you posted but it is definitely not applicable to the 15-da0xxx model series.
