Would like to know if i can upgrade my cpu from t6600 to t9900.

Hi,

 

If you look on page 118 of the service manual you can see that the best processor for your system is the 

Core 2 Duo T9600 (2.80 GHz, 6-MB L2 cache)

 

Saying that the above processor will definetly work, the T9900 should also work and many have tried and it worked.

 

On page 119 of service manual you can see various steps to replace processor. Make sure to replace thermal material between heatsink and components. Use high quality products such as Arctic Mx-4 between the CPU and heatsink. Clean off old thermal paste with lint free cloth and alcohool (or TIM remover) and use soft plastic tool to scrape off any dried thermal paste.

I know the t6600 and the t9900 have the same watts; however do i need to worry about the t9900 producing more heat?

I do not think you need to worry as long as you use quality thermal material. You could also replace the fan which is quite cheap if this has never been replaced.
