You're doing nothing wrong per se, other than buying Corsair Vengeance RAM for your HP Laptop PC 14-D2000. This RAM has known compatibility issues with many HP laptops. If you can return this RAM, please do so, and get standard-issue laptop RAM such as this affordable/quality 2x16GB dual rank (2Rx8) RAM kit purchase option: Timetec 32GB KIT(2x16GB) DDR4 3200MHz (or 2933MHz or 2666MHz) PC4-25600 Non-ECC Unbuffered 1.2V CL22....

That is most unexpected, that doesn't make any sense to me. Your laptop should be able to handle up to 2 x 32GB of DDR4 PC4-25600, 3200 MHz, Non-ECC, Unbuffered, SODIMM, 260-pin RAM sticks, as confirmed by multiple reliable aftermarket sources, including:

So, 2 x 16GB RAM should work just fine.
Have you tried one RAM stick (try each RAM slot)?

If you got any RAM to start up your laptop, please type in: cmd in your Windows search bar, right-click on the Command Prompt System App, and left-click on: Run as administrator, and: Yes if you're asked for approval.
Then copy/paste/enter:
wmic memphysical get MaxCapacity, MemoryDevices
For example, on the laptop I am using right now, I get this:
Meaning: 33554432 / 1048576 = 32GB ÷ 2 = maximum of 2 x 16GB RAM sticks.
Your laptop should return "67108864" (= 64GB) for "2" RAM slots.
