If you can afford it, installing and using the Samsung 970 Evo Series - 250GB PCIE NVME - M.2 Internal Solid State Drive as the boot drive will give a boost to your notebook's performance that will astonish you.
All the information in the manual says is regarding the options that the notebook could have been delivered with as options.
The Maintenence & service Guide is a tech manual. I take it you did not note that there is a warning to that effect on the front page.
It is actually not meant for the average owner. It is meant for technicians and service engineers. HP Experts understand the terminology and can read between the lines.

Yes.
That Samsung SSD is compatible with your notebook.

You might consider opening the base to ensure that the M.2 slot and screw are present. See the link below for a few more resources. Use the part locator to see where the M.2 slot should be. Use the FRU remove/replace to see how to remove the base enclosure
