I'm trying to upgrade my RAM from 8gb to 24gb (adding 16gb to the already 8gb) and when I installed it it says only 6gb or so is usable and when I try to restart my laptop it just gets stuck on the HP load screen. I've checked and verified that the RAM should be able to be upgraded.

Yes it is able to be upgraded and will accept 16 gb modules. When we see issues like this it is usually the memory module you are trying to install. Many people buy performance memory like Ripjaws or Vengeance but HP notebooks require stock plain vanilla OEM memory like Crucial or Hynix or Samsung. The amazon house brand Timetec is Hynix stock memory for example and is usually sold at a favorable price. What 16 gb module have you installed?
