When you first start a laptop, the keyboard is NOT going to work -- and it will not work until the Windows drivers for it get loaded. With a new fast notebook with a fast SSD, this could only be a couple of seconds. With an older notebook using an HDD, this could be for some time. If the keyboard works to enter the Windows login, there is nothing wrong with it.
