Now that is something I have never seen asked before.
I prefer to purchase directly from HP or from a major retailer. That gives me legal recourse.
If you are able to register the notebook with HP in the software that appears when you first turn it on and go online, you will have the factory warranty.
If that software, which I have used over the years and with my personal HP Spectre ultrabook, is not present, it will mean that the notebook is not actually new and unused.
If the seller represents or is a small business they should be able to provide you with a receipt that gives you legal proof of purchase and ownership. If they are not able to provide that, it is not worth doing business with them.
Are they providing a one year warranty?

It should have warranty, but I suggest that you contact the seller and get a printed statement of warranty from that representative.
Otherwise you are taking a risk that I certainly would not take to save a few units of currency.
What guarantee do you have that what is being sold to you is not stolen property?
There is no way that a non HP employee, which all HP Experts and volunteers, except those who have an HP designation are, could guarantee that you will have a warranty.
I suggest you contact HP on Facebook or by email to the HP Service Center in the United Kingdom and ask your question.
