I cannot access any camera controls. There is a message in red stating: *some of these settings are hidden or managed by your organization.
This is a personal home laptop and I am the administrator. The camera worked when I purchased the laptop but one night I noticed a light had come on near the web-cam and I panicked thinking someone had access to my camera. I tried every disable web-cam fix I could find then after an hour of frustration I realized the light was a small keyboard illumination light. Boy was my face red BUT I managed to completely disable my camera. Now I cannot get past the red message. PLEASE HELP!

You need to know that you are NOT the Administrator; instead, you are a general class use with some Admin rights.  MS changed the default security profiles back in Win7 when lots of rootkits were making the rounds.  So since then, no accounts have been setup as the Administrator.

I ran into this same situation with Windows Update a couple of weeks ago -- suddenly got this same message.  I read it was due to config settings that prevented automatic download and installation of updates and that changing those would remove the message.  I did that, and it did not work.  I had to resort to repeated restores going back until I found one where the message no longer appeared.  I had to go back two months.

Thank you for your response but I committed this error about a year ago. I hardly ever needed my webcam until the pandemic and my Dr went to telehealth. I bought a "plug n play" webcam, but the same restriction controls it. I vaguely remember changing the config file. My oldest restore is just 2 weeks back. Thank you again.

Sorry, then you're basically stuck because you don't have the option to go back to before the option was set.

When I ran into this with Windows Update, the "solution" was to change my settings so that updates automatically get downloaded and installed -- and I would not make that change.  I demand that I be notified prior to any updates so I can make an image backup to protect my PC against damage from MS.

I don't know what you can do about the webcam other than check all the webcam settings to see if you have something disabled.  Also, you might check with the manufacturer of the Webcam to see if they have a support forum where other folks have run into this same issue and solved it.

Good Luck
