HP Notebook - 15-bs035la
Microsoft Windows 10 (64-bit)

I got the following Failure ID when I used the HP PC Hardware Diagnostics UEFI to run a test on the Hard Drive.

Failure ID: RQE5VF-93SC9C-XD7W21-60T003

I ran the test because the DISK usage always increases to 100% in Task Manager whenever I opened Firefox or any other browser and it slows down the laptop a lot but even if I closed the browser, the laptop runs slow. Then after I restarted the laptop, the screen flashes white and returns to normal repeatedly after logging in and I can't do anything.

Also the HDD is 12% fragmented, I don't know if that's what's causing it.

Some solutions I found online suggested doing the following but it didn't work:

1. Uninstall the Graphics Drive & update it : I uninstalled the graphics drive but the screen was still flashing white and lagging when it restarted so I couldn't check for updates in the settings.
2. I tried the SFC /scannow command using Command Prompt in Safe Mode but this is what I got: Windows Resource Protection could not perform the requested operation.

I'd really appreciate the help because right now it takes over an hour for the laptop to finish loading and work normally after logging in and that's only when I use Safe Mode and I might have to reset my laptop.

DISM needs a internet connection to work, which is disabled in safe mode.

I also used the command "chkdsk" and got this in stage 2 when examining file name linkage "Error detected in index $I30 for file 4BBD7".

index errors indicate file corruption.,

Safe mode with networking is an option

when in safe mode run msconfig and select network option

if you can get windows to boot then get a replacement drive and clone the old drive to the new one.

Try the DISM command in safe mode

dism /online /cleanup-image /restorehealth

it is explained here

You can lookup that error code here

https://support.hp.com/us-en/contact/diag

if the disk is bad then it needs to be replaced.

if DISM works then try to run scandisk to repair the hard drive

Try running the win10 or 11 disk repair tool to fix it. Select the C drive (or D or E) and then "Tools"

DISM needs a internet connection to work, which is disabled in safe mode.

I looked up the code and it said that they found a critical failure that needs to be repaired and also the hard drive may need to be replaced.

I used the Error Checking tool and it said it found some errors that need to be repaired.

Additionally, I ran a S.M.A.R.T. hard drive test and the drive status was ok.

I also used the command "chkdsk" and got this in stage 2 when examining file name linkage "Error detected in index $I30 for file 4BBD7".

Would completely resetting the laptop fix it?

If the disk drive is defective it needs to be replaced.

My Product ID: 1ZW03LA#ACH

The image below shows what I got from the diagnostic check.

Also, I've been thinking about booting my computer from a Flash Drive first before buying a new SSD/HDD Drive, would it change anything?.

Your system is over 5 years old and HP has discontinued cloud recovery as I saw the "Item0015" error here

You can complain about the loss of cloud recovery here if you want.

If you have a mechanical hard drive (HDD) you can try a repair by booting into window safe mode or just the startup command.

Go here and create a USB boot flash with windows 10 or 11.

To repair an HDD that has bad sectors, boot a windows 10 (or 11) USB, but do not install 10 (or 11). Just run  to repair the sectors. Read this article but skip down to "Run CHKDSK from the Windows 10 installation disk"
Note that "C" will not be the HDD, It will probably be "X" or some other letter as booting the USB changes the order of the drive letters.  Use "chkdsk /r x:"

Once repaired the you can do a startup repair of windows to get the HDD to boot.

If not repairable then you need a new HDD.

Let me know what you find out.
