The actual command-line is

 

C:\Program Files\WindowsApps\AD2F1837.OMENCommandCenter_9.4.7.0_x64__v10z8vjag6ke6\win32\Streamer\omen.exe app_silent=1

 

I kind of get the idea that this is an Omen command, but, while listed in the startup, it doesn't seem to run.

What is its purpose and is it critical in any way?

Welcome to the HP Support Community. I'd be happy to assist you with the Omen Command Center error. 

 

Let's try these steps -

 

1) Click on the Start or the Windows icon. 

2) Open Settings > Apps. 

3) From the list select,   OMEN Command Center and click on Uninstall

4) Restart the computer. 

5) Download and install the  OMEN Command Center from the Windows Store.
