Hi,
Remove the battery and connect the power adapter. Now press the power button.
Can you boot to Windows now?
A flashing power LED is usually in a sequence that repeats itself. Count the number of flashes to where it repeats.
Try a hard reset.
With the battery removed, press and hold the power button for ten seconds.
Release the power button.
Connect the power adapter and then press the power button.
