@TerriBucksot, Welcome to HP Support Community.

Thank you for posting your query, I will be glad to help you.
I understand your HP laptop is not booting and you're seeing red and white blinking lights. Let's work through this together.

Step 1: Identify the Blink Code

HP laptops use blink codes to indicate hardware issues. The red and white light pattern is typically from the Caps Lock or Power LED and can help us diagnose the problem.

Please count:

  • How many times the red light blinks?
  • How many times the white light blinks? This pattern usually repeats every few seconds. For example, 3 red blinks followed by 2 white blinks.

Once you have the blink code, refer to HP’s official guide here:
HP Notebook PCs - Computer beeps or a light blinks during startup | HP® Support

Step 2: Perform a Hard Reset

This can help clear temporary hardware issues.

  1. Turn off the laptop.
  2. Disconnect the power adapter.
  3. If the battery is removable, take it out.
  4. Press and hold the power button for 15 seconds.
  5. Reconnect the battery and power adapter.
  6. Try turning it on again.

Step 3: Check for Power and Display Issues

  • Ensure the power adapter is working (try another if available).
  • Connect to an external monitor to check if the display is the issue.
  • Look for any fan noise or LED activity when powering on.

Step 4: BIOS Recovery (if applicable)

If the laptop powers on but doesn’t boot, try a BIOS recovery:

  1. Turn off the laptop.
  2. Press and hold Windows + B, then press and hold the Power button for 2-3 seconds.
  3. Release all keys.
  4. Wait to see if the BIOS recovery screen appears.

If none of the steps help or if the blink code indicates a hardware failure, in that case, please visit the nearest HP authorized service center, the service team will check and assist you.
Kindly follow this link to locate the nearest HP service center: HP® Service Center Locator - United States | HP® Support
(Select the country from the dropdown menu and enter the city name or pincode)

I hope this helps.

Take care and have a good day.
